In the commercial sector, the majority of building owners and managers cite capital availability as the greatest barrier by far(lack of capital budgets, lack of credit rating to secure financing, lack of collateral, balance sheet concerns, or lack of available financing at good rates/terms). See IFMA & JCI (2009) "Energy Efficiency Indicator Survey". Innovative financing programs combined with solutions to the other barriers (green lease structures, labeling, performance guarantees) could be "game changing!"
